Independent Living Centers are the PRIMARY RESOURCE for more than 80,000 people with disabilities to:- Enhance community integration
- Increase physical and communication access
- Remove disincentives to work

Establish in statute the 3 ILCs new in 2007-08 and 1 new center for youth transitions, job readiness, and further de-institutionalization
