Contract Management Specialist Trainee 1, SG-NS

LOCATION: Albany
SALARY: $53,339*

The New York State Education Department’s (NYSED) Chief Financial Officer’s Office of Grants and Contract Administration (OGCA) is seeking applicants for a Contract Management Specialist 1 position in the Contract Administration Unit.  OGCA is responsible for overseeing the development and execution of Requests for Proposals (RFPs), Requests for Information (RFIs), Invitations for Bid (IFBs), evaluation instruments, single and sole source requests, and other procurement and purchasing instruments.  Under the direction of a Contract Management Specialist 2, major responsibilities of this position will include, but are not limited to, the following:

  • Work with program office staff to develop RFPs, RFIs, IFBs, evaluation instruments, single and sole source requests, and other procurement instruments, ensuring that procurement documents and processes meet legal and regulatory requirements;
  • Serve as a Department liaison on procurement matters with Office of the State Comptroller and other State agencies;   
  • Provide advice and assistance to Department program managers with focus in the areas of compliance with State finance and procurement laws, regulations and policies;
  • Assist in various aspects of contract preparation, contract approval, and other areas of procurement and contract administration; and
  • Perform other projects and assignments, as needed.

MINIMUM QUALIFICATIONS:
Reassignment:  One year of permanent competitive or 55b/c service as a Contract Management Specialist 1.

Eligible List Appointment:  Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list, the Public Management Intern (PMI) Eligible, or the Contract Management Specialist 1 list may be considered for appointment.   

§70.1 Transfer to Contract Management Specialist Trainee 1: One year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under §70.1 of the Civil Service Law. 

§52.6 Transfer to Contract Management Specialist Trainee 1: One year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under §52.6 of the Civil Service Law. 

§70.1 Transfer to Contract Management Specialist 1: One year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under §70.1 of the Civil Service Law. 

§52.6 Transfer to Contract Management Specialist 1: One year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under §52.6 of the Civil Service Law. 

§70.4 Transfer to Contract Management Specialist Trainee 1: Candidates may be eligible for §70.4 transfer to Contract Management Specialist Trainee 1 if they posses a bachelor’s degree AND one year of permanent competitive or 55b/c service in a title SG-11 or above AND standing on the PCO or PATT eligible lists.

*Leads to a maximum salary of $67,827 based on annual performance advances.

CONDITIONS OF EMPLOYMENT:  This will be a contingent permanent appointment.  Promotions and transfers may change appointee’s negotiating unit.  Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.  Transfers to Contract Management Specialist Trainee 1 and appointments from the PATT, PMI, or the PCO lists require successful completion of a two-year traineeship which leads to the title of Contract Management Specialist 1, SG-18.  The salary above applies to candidates appointed to Contract Management Specialist 1, SG-18.  The hiring rate for candidates appointed to Contract Management Specialist Trainee 1 starts at $40,507, and for current NYS employees, is based on the candidate’s salary at the time of hire.  Verification of degree and/or transcripts will be required for all candidates at the time of interview.
