Senior Budgeting Analyst, SG-18 (M/C)
Budgeting Analyst Trainee 1, SG-NS

LOCATION: Albany
SALARY: $55,082*

The New York State Education Department’s (NYSED) Bureau of Budget Coordination (BBC) is seeking candidates for a Senior Budgeting Analyst position.  The BBC is responsible for the planning, management and control of all of the Department’s budgeting activities.  Under the direction of the Director of Financial Administration, the incumbent of this position will work with various program area staff to coordinate budget activities.  Duties of this position include, but are not limited to, the following:

  • Prepare budget estimates;
  • Prepare and maintain expenditure, revenue, and disbursement projections;
  • Maintain fiscal records;
  • Monitor expenditures and disbursements;
  • Review legislation and regulations for fiscal impact;
  • Prepare various reports using manual and automated resources; and
  • Serve as a NYSED liaison to the Division of the Budget and various Legislative staff.

MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as Senior Budgeting Analyst.

Eligible List Appointment:  Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment.   

§70.1 Transfer to Budgeting Analyst Trainee 1: One year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under §70.1 of the Civil Service Law. 

§70.1 Transfer to Senior Budgeting Analyst: One year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under §70.1 of the Civil Service Law. 

§52.6 Transfer to Budgeting Analyst Trainee 1: One year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under §52.6 of the Civil Service Law. 

§52.6 Transfer to Senior Budgeting Analyst: One year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under §52.6 of the Civil Service Law. 

§70.4 Transfer to Budgeting Analyst Trainee 1: Candidates may be eligible to §70.4 transfer to Budgeting Analyst Trainee 1 if they possess one year of permanent competitive or 55b/c service in a title SG-11 or higher AND a bachelor’s degree AND standing on the PCO or PATT eligible lists.  

NOTE:  If you are on the Civil Service eligible list for this title, you may receive a canvass letter.  You must complete and return it as instructed on the letter.

CONDITIONS OF EMPLOYMENT:  This will be a permanent appointment.  Promotions and transfers may change appointee’s negotiating unit.  Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.  Verification of degree and/or transcripts will be required for all candidates at the time of interview.

Transfers to Budgeting Analyst Trainee 1 and appointments from the PATT or the PCO lists require successful completion of a two-year traineeship which leads to the title of Senior Budgeting Analyst, SG-18.  The salary above applies to candidates appointed to Senior Budgeting Analyst, SG-18.  The hiring rate for candidates appointed to Budgeting Analyst Trainee 1 starts at $43,888, and for current NYS employees, is based on the candidate’s salary at the time of hire. 

*Leads to a maximum salary of $68,351 based on annual performance advances.
