DIRECTOR OF EDUCATION PROGRAMS (MC)
(Student Improvement Services)
The State Education Department (SED) is seeking candidates for the position of Director of Education Programs (Student Improvement Services) in the Office of P-12 Education. The incumbent of this position will directly oversee the implementation of the SED’s Differentiated Accountability System and will manage and oversee school and district review. Duties for this position include but are not limited to:
In collaboration with the managers of the Office of Accountability and other SED offices, developing a cohesive statewide approach to school improvement and ensuring that school accountability standards are implemented in schools and districts;
Providing direction and leadership to schools and districts in meeting State accountability standards;
Overseeing the execution and follow-up of reviews using Diagnostic Tool for School and District Effectiveness;
Providing leadership to staff on the use of performance data in their review of Comprehensive Educational Plans;
Collaborating with statewide leadership to develop policy and organizational strategies to improve student achievement in the lowest performing schools across New York State;
Preparing major policy papers and studies related to school improvement initiatives and Regents’ priorities;
Providing leadership to districts in implementing the Common Core standards and in developing data driven inquiry strategies and new systems of teacher and principal evaluation as part of their school improvement efforts;
Developing a work plan that is consistent with, and supportive of, the Regents’ reform agenda and SED’s direction;
Providing oversight and direction to staff assisting schools and districts to implement best practices for school turnaround;
Managing the implementation of New York State’s Differentiated Accountability System; and
Communicating with administrators, teachers, parents and outside agencies on issues related to school improvement and SED priorities.
MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an M-4 or higher to be eligible for transfer under the provisions of Section 52.6 of the Civil Service Law. For provisional appointment via promotional qualifications, candidates must be an employee of SED and have one year of permanent competitive or 55b/c service as a Supervisor of Education Programs; Supervisor of School Improvement Planning; Supervisor, Education of Children with Disabilities; Coordinator Educational Aid Services; or Coordinator Technology Policy. For provisional appointment via open competitive qualifications, candidates must possess a master’s degree in the field of education and seven years of progressively responsible professional experience involving curriculum, leadership or administration. Three years of this experience must have involved management or leadership responsibility within an educational program or organization. A Ph.D. in education may be substituted for two years of the required experience in curriculum instruction, leadership or administration. (SED employees in Associate level positions who qualify for provisional appointment via open competitive qualifications are encouraged to apply).
CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. This position requires extensive travel (50%).
*Leads to a maximum salary of $127,794 based on annual performance advances.
**Plus $3,026 annual Downstate location adjustment.
