PROGRAM RESEARCH SPECIALIST 4, SG-27

SALARY: $78,708*

The New York State Education Department is seeking applicants for the position of Program Research Specialist 4, Grade 27, in anticipation of a hiring waiver being granted. The Program Research Specialist 4 will work in the Education Finance Unit, which oversees all matters relating to the allocation of funding to public schools. The incumbent will serve as the primary assistant to the Director of Education Finance, who is liaison to the Executive Department, Legislature, State Associations, and other parties on matters related to education finance and State aid to schools. Duties will include, but not be limited to, the following:

  • Conducting comprehensive and technically complex education finance research and analysis in support of and as required by the Board of Regents, Commissioner, Governor’s Office, DOB and the Legislature;
  • Developing and/or overseeing the development of statistical reports, graphics and other supportive materials on education finance matters for dissemination to internal and external audiences;
  • Assisting in the development, simulation and impact forecasting for education funding, policy and legislative initiatives; and assessing the impact/effect of proposed legislative, regulatory and programmatic changes to education funding formulas and initiatives;
  • Managing and coordinating the development of fiscal estimates for education aid programs, tracking changes in State aid estimates and evaluating the overall effectiveness of State aid estimating procedures;
  • Coordinating the efforts of executive and program staff in the development of Departmental responses to inquiries and requests for assistance and consultative services in relation to budget negotiations, and;
  • Supervision of the Education Finance Payment Unit, including oversight and monitoring of cash need and sub-allocations and maintaining close contact with the Division of Budget to ensure budget certificates/approvals needed for General Support for Public Schools and State-aided programs are in place.

MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive service as a Program Research Specialist 4 OR one year of permanent competitive service in a title eligible for transfer under Section 52.6 of the Civil Service Law OR be reachable on the eligible list for Program Research Specialist 4.

CONDITIONS OF EMPLOYMENT: This will be a permanent appointment.

*Salary leads to $95,983 through annual performance advances.
