SUBJECT:          Increase in the Federal Share of Medicaid

 

President Obama has signed the American Recovery and Reinvestment Act into law.  The legislation temporarily increases the federal share of Medicaid until December 31, 2010.  The first quarter in which you will receive the enhanced Federal reimbursement will be the April 1, 2009 through June 30, 2009 quarter.  The enhanced Federal reimbursement for this quarter will be 60.19%.  The increase will vary each calendar quarter based upon a set amount of at least 6.2% and an additional percentage amount based upon the State’s unemployment rate.

This means that the check school districts and counties will receive from the New York State Department of Health for this period will be 60.19% of the gross amount of paid claims and the corresponding reimbursement from the New York State Department of Education will be 39.81% of the gross amount of paid claims.

 

The increased Federal reimbursement is based on the date of payment of the claim and not on the date of service for the claim.
