The STAC/Medicaid Unit provides prior-year EFH277 student enrollment backup listings to match against your current aid year PUB and PRI reports. These are made available as PDF documents in each school district’s “outbasket” within the SED File Transfer Manager (FTM).

The following student enrollment backup listings were used to generate 2020/2021 Private Excess Cost Aid (PRI report, line 13) and 2020/21 Public High Cost Apportionment Aid (PUB report, line 8):

Placement Type EFH277
Report Date
SED File Transfer Manager (FTM)
Filename begins with Date Modified
Public 12/08/2021 EFH277_2122_PUB_20211209 12/09/2021
Private 12/08/2021 EFH277_2122_PRV_20211210 12/10/2021

The latest State Aid Management System (SAMS) Snapshot named “December 8, 2021 STAC Update” was created 12/08/2021 02:57:54 PM. On that SAMS Snapshot the 2021-22 Aidable Excess Cost amounts reported on Line 12 of the 2021-22 PRI State Aid Output Report and Line 7 of the 2021-22 PUB State Aid Output Report should be very close in value to the Aidable Excess Cost totals listed at the end of each school district EFH277 2020-21 Private STAC Approval Listing and EFH277 2020-21 Public STAC Approval Listing (see filenames in above box).

To view your district EFH277 student backup reports, each person needs to have access to the SED File Transfer Manager (FTM). Staff from both the Business Office and CSE Office may request an SED FTM invitation by completing and submitting an authorization form for access.

These 2020-21 EFH277 student backup reports were run on 12/8/21 using STAC Approval data. In August STAC will run final 2020-21 EFH277 reports using STAC Verified data.

For questions on the EFH277 reports, please contact the STAC/Medicaid unit by emailing OMSSTAC@nysed.gov.  For questions on how to access the PUB and PRI output reports in the SAMS Snapshot, please contact the State Aid unit by emailing OMSSAMS@nysed.gov.
