CMS DIRECTIVES (posted 2/8/07)
On 2/6/07, the New York State Education Department issued a Centers for Medicare and Medicaid Services (CMS) guidance letter. Please read the letter in its entirety. The letter contains important information regarding the billing of Medicaid claims for the School Supportive Health Services Program (SSHSP) and the Preschool Supportive Health Services Program (PSHSP). The guidance referenced in the letter is effective immediately and affects all Medicaid claims not yet paid as well as all future Medicaid claims. The services affected by this letter are as follows:
- SPEECH SERVICES: SLPs need to see students receiving speech services at the onset of those services and periodically thereafter in order to bill Medicaid
- SPECIAL TRANSPORTATION: attendance (bus logs) are required in order to bill Medicaid
- COUNSELING SERVICES: counseling services (including psychological evaluations) must be provided by a professional whose credentials allow them to provide that same service outside of the school in order to bill Medicaid
It is imperative that the direction in this letter be followed to avoid the submission of potential false Medicaid claims.
