SUBJECT: Extending the Moratorium on TCM and Special Transportation Claiming

President Obama has signed the American Recovery and Reinvestment Act into law.  The legislation extends the existing moratorium on regulations that have already been delayed by Congress: targeted case management (TCM) and transportation services.  The ability to claim TCM and Special Transportation is extended from April 1, 2009 through June 30, 2009.

 

School districts may claim for Targeted Case Management Services and school districts and counties may claim for Special Transportation services through June 30, 2009.

 

The effected rate codes are 5491 (Initial Review), 5492 (Annual Review), 5493 (Triennial Review), 5494 (Amended/Requested Review), 5495 (Ongoing Service Coordination), 5496 (Special Transportation - School program) and 5327 (Transportation - Preschool program).

 

The restriction on TCM and Special Transportation claims will be re-instituted for claims with a Date of Service (DOS) of July 1, 2009 and later.  The two-year window for claiming TCM and Special Transportation services will remain in effect.
