Subject: Status Update on Temporary Suspension of Random Moment Time Study (RMTS)

The purpose of this Alert is to inform SSHSP providers of the status of the suspension of the Random Moment Time Study (RMTS) process associated with the certified public expenditures (CPE) reimbursement methodology. The RMTS was previously suspended on a temporary basis for the July 1, 2017 to June 30, 2018 school year. Public Consulting Group, Inc. (PCG), the Department of Health’s contractor, did not collect staff pool lists for the cost pools or send out moment surveys to employees of the school districts/counties for the July 1, 2017- June 30, 2018 school year. However, as SSHSP providers were previously notified in Medicaid Alert #17-03, school districts/counties must continue to maintain the quarterly employee staff pool lists and all records (see Guide to Cost Reporting for the Preschool and School Supportive Health Services Direct Service Claiming Programs (SSHSP)) required to support the filing and certifying of an annual cost report.

The Department of Health is in the process of securing a vendor to conduct ongoing RMTS and CPE annual cost reporting services. School districts and counties should remain ready to provide staff pool lists when requested by the state’s vendor. We expect RMTS will begin again October 1, 2018 and will issue another Medicaid Alert before RMTS begins again.

In addition, SSHSP providers will be required to file and certify an annual cost report this December identifying the costs incurred for the July 1, 2017 - June 30, 2018 school year.
