Random Moment Time Study (RMTS) to Resume 10/1/19 For the Rest of State (ROS)

The purpose of this Alert is to inform SSHSP providers of the resumption of the Random Moment Time Study (RMTS) process associated with certified public expenditures (CPEs). The RMTS will resume October 1, 2019.

Districts should log into the RMTS system at and confirm the RMTS Coordinator contact information is correct or update the new coordinator’s contact information so they receive current notification from PCG that staff pool lists and calendars can be certified. Public Consulting Group, Inc. (PCG) will be collecting staff pool lists for the cost pools for school districts/counties this school year. On August 29, 2019 PCG sent emails with the RMTS Coordinator Manual, a Coordinator training presentation, a Participant training presentation, and a link to a system demonstration (located on the PCG Claiming System Dashboard under “Resources”) to assist you in submitting your staff pool list and calendar certification.

The system will open on August 29th and staff pool lists and calendar certifications for Oct.-Dec. 2019 will be due September 13, 2019. If staff pool lists and calendar certifications are not submitted by September 13, 2019, PCG will use the last certified and approved staff pool list and calendar that is in the claiming system for the upcoming Oct.-Dec. quarter.

If you have any questions or comments regarding this Alert, please contact the NYS Department of Health at (518) 473-2160 or at, the NYS Education Department, Medicaid Unit at, or your local Regional Technical Support and Assistance Contact.
