Issue #20-01

To: All SSHSP Medicaid Providers
From: NYS DOH OHIP SSHSP & NYSED Medicaid in Education Unit
Date: February 5, 2020
Subject: Random Moment Time Study (RMTS) – Upcoming Staff Pool Lists (SPL)/Calendar Certifications for the Rest of State (ROS)

The purpose of this Alert is to inform SSHSP providers that quarterly certification of the staff pool list (SPL) for the Certified Public Expenditures (CPE) Random Moment Time Study (RMTS) process will be due March 9, 2020. Certification of the SPL and calendar is an ongoing, quarterly process.  Updates to both will need to be made for the April - June 2020 quarter, even when there are no changes to the current SPL.

Districts should log into the PCG Claiming System website to confirm the RMTS Coordinator contact information is correct or update the new coordinator’s contact information so they receive the notification from Public Consulting Group, Inc. (PCG) that staff pool lists and calendars can be certified.

PCG will be collecting staff pool lists and calendars and will open the RMTS system on February 12, 2020. PCG will be sending the RMTS Coordinator Manual, Coordinator training, Participant training, and a link to a system demonstration (located on the PCG Claiming System Dashboard under “Resources”) to assist you in submitting your staff pool list and calendar certification.

If a provider’s staff pool list and calendar are not submitted and certified by March 9, 2020, PCG will use the last certified and approved SPL and calendar that is in the claiming system for the upcoming April - June 2020 quarter.

If you have any questions or comments regarding this Alert, please contact the NYS Department of Health by email or at (518) 473-2160, the NYS Education Department, Medicaid in Education Unit by email or your local regional technical support and assistance contact.
