Accurate reporting of costs and student STAC records are essential. It is recommended that the Special Education Director work with the Business Office to gather the required supporting information. The Special Ed Director Questionnaire (25 KB) is a helpful tool for the process.
The Public SA Summer Revenue and FTE Calculation (27 KB) worksheet was designed for Summer School Age (ESY: Extended School Year) reporting and is useful when completing program Student FTEs on SS-14 and Revenue on SS-10.
Change In Reporting of School Age - Non Special Class Programs
Non-Special Class (Program Code-9015) program costs funded under Section 4408 of Education Law must be reported in Special Aid Fund-Schedule B3, F2253
Effective 2003-04 - School Age July/August 9015 (Related Services Only) programs are no longer collected on the Supplemental Schedules SS10-SS16. These programs are reimbursed as 1/2 hour rates directly through the STAC (System to Track and Account for Children) system.
Effective 2004-05 - School Age July/August 9022-9024 (School Age Home Instruction), 9025 (School Age Related Service with Specialized Instruction) ,9029 (School Age Specialized Instruction) are no longer collected on the Supplemental Schedules SS10-SS16. These programs are now combined with the old Related Service Only programs under program code 9015 and renamed School Age - Non Special Class. All children reported in this program will be reimbursed with 1/2 hour rates per unit of service, directly through the STAC (System to Track and Account for Children) system.
RSU will also no longer require Related Service Schedules (SED-4 and RS-2) for these School Age - Non Special Class programs since they are no longer required in the SS10-16.

Overview
Special Act Districts operating school
age 10 or 12 month programs must report those programs to the rate-setting
unit in order to receive tuition rates. These costs are reported in the
General Fund of the ST-3.
Individual programs are reported on schedules SS20-27 at the tail end of the ST-3 in a detailed format necessary to set a tuition rate(s). These schedules can be accessed through the SAMS system from the department's State Aid website.

Additionally, districts should be detailing the related service sessions provided for the programs listed above by completing the SED-4 (Related Service Capacity, Need and Productivity) and the RS-2 (Need For Related Services).
