District of Location

The CSE school district is responsible for furnishing education to a student. This district bills the district of origin for its net cost of education for a foster care student by subtracting out the estimated state aid it will receive for the student during the following aid year from its current year costs of providing education and transportation.

District of Origin

District where the student’s parent(s) or legal guardian(s) resided at the time the student was placed in the care and custody of the local department of social services (LDSS), Office of Mental Health (OMH) or Office for People with Developmental Disabilities (OPWDD). The LDSS issues an LDSS-2999 form (found on the OCFS website http://ocfs.ny.gov/main/ under “FORMS”) to the district of location and the district of origin which identifies the district of origin as being the district which is responsible for reimbursing the district of location for its net cost (after subtracting out State Aid) of educating the foster care student.
