STAC Reimbursement Available to School District
Summer Transportation
Under Section 4408 of NY State Education Law, reimbursement is available for 80 percent (or 100 percent for summer chapter placements) of the transportation expense incurred for students with disabilities ages 5 through 21 enrolled in an SED-approved special education placement during July and August. The school district in which the student resides must verify the transportation cost within the STAC Online (EFRT) System to receive reimbursement.
10-Month Transportation for Chapter Students
Under Section 3202 of NY State Education Law, as amended by Chapter 721 of the Laws of 1979, the education department shall reimburse the school district in which such intermediate care facility is located for the full cost of transportation services provided. The school district may provide the transportation by either district-owned or private contract school buses. The school district must verify the transportation cost (along with the other 10-month chapter costs) within the STAC Online (EFRT) System to receive reimbursement.
Chargebacks for Transportation
The County of Current Location is assessed a 10 percent chargeback for all July/August education/maintenance/transportation expenses. For summer chapter placements, the school district of origin is assessed a 20 percent chargeback for July/August education and transportation.
The school district of origin is assessed a chargeback equal to its Basic Contribution amount for 10-month chapter costs, which include transportation.

Districts must report their July and August transportation expenditures for students with disabilities (SWDs) enrolled in summer Section 4408, summer Section 4201, and summer OPWDD Chapter 47, 66, or 721 programs for the prior summer, in the Special Aid Fund, Schedule B3 Expenditures -- Account Codes F5511.16 through F5598.0 (Lines 220 – 229).
