Claiming Public High Cost Aid for Students Educated by BOCES
Students educated by a BOCES are eligible for public high cost claiming, however the process is a bit different than the process for students educated by a school district.
BOCES verification opens later than district verification because the various BOCES must complete their year-end final cost reporting, get SED approval for their reporting, and then distribute the approved reports to the school districts first.
Request for Reimbursement Approval
First Step: Submit a request for STAC reimbursement approval
This step of the process is the same as for district-educated placements. School districts should submit a request for STAC reimbursement approval online for any special education student whose 10-Month Annualized Cost exceeds the CSE district's threshold.

Second Step: Calculate costs
This process is generally easier than for district-educated placements. If all of the student's services were provided by/through the BOCES, and all of those costs are included in the year-end final cost report, you can simply enter the Annualized Cost from the BOCES summary-level year-end final cost report into the 10-Month Annualized Cost box on the DSPUB screen.
Third Step: Identify Correct BOCES Year-End Final Cost Report
Refer to the BOCES Year-End Report table posted on the STAC website which lists the name and run-date of each BOCES’s Year-End Final Cost Report, which a district must use to correctly amend/verify the “To/From” and “10-Month Annualized Cost” fields on the DVPUB online verification screen:

If the BOCES that educated the student has an approved year-end final cost report, the BOCES will be listed in green on this table. If the BOCES that educated the student does not yet have an approved year-end final cost report, the BOCES will be listed in red on this table. BOCES that are listed in red will not be available from the DVPUB provider drop-down. Please keep checking the list of approved reports for updates.
The approved BOCES year-end reports should be in the Business, CSE, or Superintendent’s Office.
When entering your BOCES verification data onto the DVPUB screen from the BOCES Year-End Final Cost Report, you must use the version of that report that matches the exact title and Calculation Date indicated on the BOCES Year-End Report table linked above.
If you cannot locate the version of the BOCES Year-End Report listed, or your BOCES does not yet have an approved report, do not complete the DVPUB screen for those BOCES placements.
Fourth Step: Online Verification
If all services being claimed are included on BOCES year-end final cost report:
You can enter the dates of service and annualized cost from the BOCES summary-level year-end final cost report right on the DVPUB screen and verify. You do not need to complete a DCPUB High Cost Worksheet.
If the claimed cost exceeds the cost listed on the BOCES Year-End Final Cost Report:
If your district provided a BOCES student with additional IEP-approved services either not contracted through BOCES or not included in the BOCES Year-End report (e.g. after-school services), you will be required to complete the “High Cost Student Worksheet” screen (DCPUB) or cost will be capped and locked at amount listed on BOCES report.
