STAC NOTICE: New Preschool Payment Reports Posted to SED File Transfer Manager (FTM)
The NYSED STAC and Medicaid Unit has placed 5 §4410 Preschool Payment Reports in county folders on the SED File Transfer Manager (FTM).
The Preschool Payment Reports Released to the SED File Transfer Manager (FTM) listing has been updated with these Payment Reports, dated 12/22/22.
Counties will receive an Approved Payment Listing (APL) for each payment, however the other report types listed will only be available when applicable.
Payments will be distributed when funding becomes available.

2021/22 Private and High Cost Public STAC Approval Student Detail Used to Calculate 2022/23 PUB and PRI Output Reports Available on the SED File Transfer Manager
The STAC/Medicaid Unit has made prior year student enrollment backup listings (which match against your current aid year PUB and PRI reports) exclusively available on the SED File Transfer Manager (FTM). These reports list the 2021/22 enrollment year STAC Approvals used to generate the 2022/23 PRI Line 13 Private Excess Cost Aid and 2022/23 PUB Line 8 Public High Cost Apportionment Aid.

Webinars Open for Registration: Rescheduled 2022/23 STAC Workshop
We are offering three different sessions on different aspects of STAC school age processing. The first two provide a general overview designed for new users. The third session offers information regarding the verification process and payments for school business officials and more experienced users. You can register for any or all of these session offerings.
Participants who require a reasonable accommodation must submit a reasonable accommodation request form to the Office of Diversity at OHRMRA@nysed.gov by December 26, 2022.
Session 1 - Navigating EFRT & Finding a STAC ID
Presented in coordination with Nassau BOCES: This first session will provide an introduction to
the STAC online (EFRT) system. It will also provide a walkthrough on how to identify a
student’s STAC ID and steps that should be taken to avoid creating duplicate STAC IDs. The
following personnel are encouraged to attend: New users, existing users who haven't used EFRT
in a while, any users who wish to enhance their understanding of the STAC Online (EFRT) System.

STAC NOTICE: New School Age Payment Reports (APRs) Available for Export to SED File Transfer Manager (FTM)
The NYSED STAC and Medicaid Unit has processed 14 Approved Payment Reports (APRs) that are now available for export to school district shared folders on the SED File Transfer Manager (FTM) via the DQPAY screen.
The School Age Payment Reports Available for Export to the SED File Transfer Manager (FTM) listing has been updated with these Approved Payment Reports with the following issue dates: 11/03/22, 11/04/22, and 11/07/22.
For instructions on sending APRs to the SED File Transfer Manager using the DQPAY screen, please refer to the memo below:
Reimbursement information is also available on the STAC Online System DQPAY screen. Notice of total payment amount and check date may also be reviewed on the Payment Certificates posted to the State Aid View District Data page.
A district will not receive an APR for a school year where no payment, or payment adjustment, is currently due. Please review your district folder for APRs even when no payment has been generated, as important rate changes or record updates may be detailed in a payment adjustment.

Health Care Worker Bonus Program – Portal Open for Educational Employer Submission

TRAINING POSTPONED: Fall 2022 STAC Workshop
Due to some uncontrollable circumstances and variables, the Fall 2022 Workshop that had been scheduled for next week has been postponed.
The new dates, once confirmed, will be posted on the STAC Unit homepage and sent out via the School Age ListServ. When the workshop is rescheduled, attendees who had registered for the original dates will be required to register again. Additional attendees will also have the opportunity to register to attend.

Webinar Open for Registration: Public High Cost In-District Claiming for the 2021-22 Enrollment Year
The NYS Education Department, STAC/Medicaid Unit has scheduled a webinar designed to assist school districts in verifying their 2021-22 Public High Cost 10-month student data. This webinar will provide an overview of the High Cost Public claiming and verification process for the 2021-22 enrollment year. Topics covered include: a general overview of High Cost Public 10-month claiming; the fall verification window for 2021-22 High Cost Public in-district claims; and batch submissions of the “High Cost Student Worksheet” Screen (DCPUB) via the SED File Transfer Manager. This training is recommended for all district personnel who are responsible for any of the following: calculating 10-month annualized costs, entering approvals, and verifying public high cost claims. A brief refresher on registering for and using the SED File Transfer Manager will be provided. District responsibility for protecting personally identifiable information (PII) of students will also be discussed.

Aid for Services Provided to Students With Disabilities Over 21
Chapter 223 of the Laws of 2022 provides that a school district may provide educational services in the 2022-23 and 2023-24 school years to a student who turned 21 years old during the 2021-22 school year and was enrolled in the school district and receiving special education services pursuant to an individualized education program. This law does not amend the statute governing state aid eligibility for students with disabilities over the age of 21. Services for students with disabilities over the age of 21 continue to be ineligible for state aid.
The Department previously issued a memorandum on the use of certain federal funds for this purpose. This memorandum clarifies that a Local Educational Agency (LEA) may, in its discretion, use a portion of its federal ESSER or GEER allocations to provide recovery services to support students over the age of 21 who have lost instructional time due to the COVID-19 pandemic.

SED File Transfer Manager Downtime
The SED File Manager (FTM) will be taken down on June 15th at 4PM for maintenance. The estimated downtime will be 2-3 hours. Please plan your uploads and downloads accordingly. Do not submit any batch files for processing on June 15th. Any files that are submitted on June 15th may not processed, and may need to be resubmitted manually at a later date.
June 30, 2022 Verification Deadline for 2020-21 10-Month Public Excess Cost and Private Excess Cost
In order to receive current year aid (based on prior year enrollment and education costs), please utilize the DVPUB and DVPRV screens and the Gold Star report to confirm that all 2020-21 10-Month High Cost Public and Private Excess Cost approvals have been verified by June 30, 2022.

The 2019-20 10-Month Public Excess Cost and Private Excess Cost claiming period closes on June 30, 2022. In order to receive prior year aid, please utilize the DVPUB and DVPRV screens and the Gold Star report to confirm that all 10-Month High Cost Public and Private Excess Cost approvals have been verified by June 30, 2022.
These excess cost verification deadlines have NOT been extended despite the impacts of the COVID-19 pandemic.

If a district received a March CRP 10-Month payment and cannot locate a 2020-21 APR #1 payment via the DQPAY screen, your district did not have any 2020-21 enrollment year CRP students. The March payment received by your district is for reimbursement of CRP education rate adjustments recently processed for the 2017-18, 2018-19, and/or 2019-20 enrollment years. All Districts with prior year rate adjustments will receive a separate report(s) via mail detailing the changes. Districts that did not have any 2020-21 enrollment year CRP students AND have rate adjustments showing an overpayment will receive a separate mailing advising how the funds will be recovered.

Additional Reminder: 2020-21 County Administrative Cost Claiming
A review of the 2020-21 County Administrative Cost Claiming submitted through entry into the STAC Online (EFRT) System shows that many counties have yet to submit costs. These costs were due to STAC by March 11, 2022. Counties are advised to login to EFRT and confirm that their costs have been entered on the DCADM screen and that an electronic signature certifying those costs was submitted. For counties that have not submitted these costs to date, the due date has been extended until Friday, March 25, 2022; however immediate attention is preferred.

In order for districts to fully utilize this reapplication process, the STAC/Medicaid Unit encourages districts to review all 2021-22 service approvals currently on the STAC online system. If necessary, school districts should add any outstanding 2021-22 service approvals no later than March 25, 2022.
For placements at §4201 State-supported schools, districts must use the DRSSY reapplication screen to add missing 10-month 2021-22 approvals. If the §4201 approval is not available for reapplication from the DRSSY screen, please notify Andrew Kitzrow (Andrew.Kitzrow@nysed.gov) of the STAC/Medicaid Unit.

Webinar Open for Registration: Public High Cost "Other District" and BOCES Claiming for the 20/21 Enrollment Year
The STAC/Medicaid unit within the NYS Education Department has scheduled a webinar designed to assist districts in verifying their 20/21 Public High Cost 10-month student data. This webinar will provide an overview of the High Cost Public claiming and verification process for the 20/21 enrollment year. Topics covered include:
- A general overview of High Cost Public 10-month claiming
- A brief refresher on in-district claiming
- More intensive training on “other district” claiming
- More intensive training on BOCES claiming
- A brief refresher on registering for and using the SED File Transfer Manager
- District responsibility for protecting personally identifiable information (PII) of students
This training is recommended for all school district personnel who are responsible for any of the following: calculating 10-month annualized costs, entering approvals, and verifying public high cost claims.

Verification Now Open: 2020-21 10-Month High Cost Public “Other District” & BOCES Placements
Verification is now open for 2020-21 ten-month High Cost Public “Other District” and BOCES placements on the DVPUB online verification screen.
2020-21 DVPUB Online Verification Process Overview:
- In-District: In-district claims opened for verification on September 22, 2021.
Complete the DCPUB High Cost Worksheet to calculate the annualized cost and to provide cost breakdowns for any claims flagged as “DCPUB Required” or selected by SED for review. - BOCES: BOCES claims open for verification on February 14, 2022.
Complete the DCPUB High Cost Worksheet for any BOCES claim records where the claimed cost exceeds the cost listed on the BOCES Year-End Final Cost Report.
Only BOCES with approved Year-End Final Cost Reports are available for verification. Check the 2020-21 BOCES Year-End Report table linked below to see whether a BOCES has been approved for verification, and to confirm that the report being used for verification matches the exact title and Calculation Date listed. - Other District: “Other District” claims open for verification on February 14, 2022.
Complete the DCPOD High Cost Worksheet to provide cost breakdowns for all claims that exceed the district threshold.
In-district, other district, and BOCES claims must all be verified on the DVPUB screen to be eligible for reimbursement. To receive current year funding, verification for all In-District, Other District, and BOCES placements must be completed by June 30, 2022.

Additional Reminder: CPSE Administrative Cost Claiming
Currently the CPSE Administrative Cost Claiming process is open for both the 2019-20 and 2018-19 school years. A review of the claims verification screen (DDADM), shows that many counties have yet to submit any claims for either school year. Additional information regarding the CPSE Administrative Cost Claiming process is available on the Preschool Correspondence page of the STAC webpage.
Note: While 2019-20 and 2018-19 school years are open for CPSE Administrative Cost Claiming through 6/30/23 and 6/30/22 respectively, per NYS §4410 Law, claims processed during the current state fiscal year (April 1, 2021 – March 31, 2022) will be reimbursed prior to any 2021-22 AVL payments made during the next state fiscal year (April 1, 2022 – March 31, 2023).
§4410 Preschool AVL Schedule
The §4410 AVL Schedule for the period beginning April 2022 through March 2023 is now available under Preschool AVL, on the STAC webpage.

For 10-month chapter placements, all costs (education, transportation, administrative, CSE) are verified on the DVCHP screen.
For summer transportation, it is important to note that these costs need to be:
- Entered on respective service approval on EFRT or claimed directly on the transportation verification screen.
- Verified on the appropriate transportation verification after the
education/maintenance has been verified. (Note: education/maintenance costs must
be claimed/verified in order for transportation to be claimed/verified).
- Summer §4408: verify Education/Maintenance on DVSUM, Transportation on DVSTR
- Summer §4408 Related Services: verify Educ./Main. on DVSRL, Tran. on DVST2
- Summer §4201 State-supported Schools & State Operated Schools: verify Tran. on DVST3
- Summer Chapter 47, 66, and 721: verify Educ. On DVCSM, Tran. On DVSTC
- Upload/Submit summer transportation cost explanation form and back-up documentation to the NYSED File Transfer Manager (FTM) for verified transportation costs exceeding $6,500. Please send an e-mail to OMSSTAC@nysed.gov to notify the STAC/Medicaid Unit of your upload/submission. Make sure to include the filename of the transportation cost explanation form and back-up submission in your e-mail.
School districts are encouraged to take advantage of these claiming opportunities.
“Other District” and BOCES verification for 10-month High Cost Public placements for the 2020-21 enrollment year will be opening in the coming weeks. A separate announcement will be made once those placements are available for verification.
